Lieutenant Commander Anne Besser
LCDR Anne Besser is the Assistant Chief of Domestic Vessel Inspections at U.S. Coast Guard Sector Los Angeles – Long Beach. She leads the branch responsible for the inspections and certification of 300+ U.S. flagged commercial vessels that operate out of the greater LA/LB area.

Originally from the Northeast, she was stationed in Boston and St. Louis, conducting Marine Safety and Pollution Response missions as a Marine Science Technician, 3rd class. A graduate of Norwich University in Vermont, she received her commission at USCG OCS, and was stationed at Sector Anchorage as a Command Duty Officer and Marine Inspector.

Following Alaska, she earned her Master’s in Naval Architecture and Marine Engineering at University of New Orleans, where she focused on hull optimization for column stabilized units in an arctic environment. Following grad school, she served at USCG Headquarters Washington DC, in the Office of Design & Engineering Standards, where she worked on regulatory development and policy related offshore supply vessels. Additionally she served as the IMO Coordinator for the USCG, working closely with subject matter experts and Department of State, to secure U.S. positions at IMO Council in London, in 2016.

LCDR Besser will be headed to Training Center Yorktown after departing LA/LB this summer to take over as the Marine Transportation Systems Management School Chief and Container Inspections Training and Assist Team Supervisor.

ENS Robert Cunningham
ENS Robert Cunningham is from Long Island, NY and attended college at SUNY Maritime Academy in Throggs Neck, NY. After graduating with a Bachelor of Science in Marine Transportation in 2016, the Staten Island Ferry hired him on as a deckhand and he was quickly promoted to mate. Robert was accepted to the Direct Commission Officer for Maritime Graduates program and joined the Coast Guard in January of 2019. He currently works as a Marine Inspector at Sector LA/LB where he conducts exams on foreign-flagged vessels.

In his free time, he likes to play soccer, attend concerts, and snowboard.
